Permanent Secretary Rallies Judiciary ICT Staff On the Strategic Role of Technology in Justice Delivery

The Permanent Secretary and Secretary to the Judiciary, Dr. Pius Bigirimana, this morning delivered an inspiring address to ICT personnel during a departmental meeting convened by the Judiciary's Information Communication and Technology (ICT) Department at the Supreme Court Conference Hall, Level 7.

In his address, Dr. Bigirimana underscored the role of ICT in driving institutional transformation and improving access to justice. "We are moving into an era where if you are not conversant with Information Technology, then frankly, there is no hope," he stated. "IT has become the spine of modern life; of how we work, communicate, govern, and even deliver justice."

He commended the Acting Head of ICT, Mr. David Sunday Kikabi for the invitation, saying he accepted "without hesitation" due to the value he places on the department's work.

Dr. Bigirimana urged the ICT team to recognize themselves as enablers of justice rather than simply technical support staff. He emphasized the importance of adapting to rapid technological advancements, stating, "Technology changes every day. And if you do not change with it, it will leave you behind."

In his remarks on planning and execution, the Permanent Secretary cited the National Planning Framework ,reminding staff that, "Planning is not guesswork, it is deliberate, strategic, structured. You cannot measure what you have not planned. Planning must come with clear outputs, and those outputs must translate into tangible outcomes. "He called for enhanced timeliness, accountability, and the implementation of measurable performance targets.

The Commissioner Human Resource Management, Ms. Apophia N Tumwine, welcomed the Permanent Secretary and expressed her appreciation for his presence and consistent leadership. "We are honored to have you here," she said. "Thank you for sparing time from your demanding schedule."

In his departmental briefing, Mr. Kikabi reported that the Judiciary currently has 141 ICT staff deployed across the country. He highlighted key innovations, including the Judgment Writing Tool and the Performance Enhancement Tool (PET), which have significantly improved judicial efficiency. He added that plans are underway to develop a comprehensive ICT Policy and to support the rollout of digital tools for Small Claims -implementing Courts.

Mr. Kikabi also commended the Permanent Secretary for his continued support, describing him as "a parent figure" whose resourcing of the department has been pivotal to its successes. As a gesture of gratitude, the ICT Department presented tokens of appreciation to both the Permanent Secretary and the Commissioner Human Resource Management in recognition of their steadfast support and contributions to the department's growth.

The meeting, moderated by Ms. Flavia Chandiru, Senior Systems Administrator, also featured a lineup of technical presentations. These included an overview of the Performance Management Framework, the Draft Judiciary ICT Strategy for FY2025/2026 to FY2029/2030,and a focused discussion on its implementation.
